First, you prefix the message ID without < and > by "http://groups.google.com/groups?selm=", and then it redirects to a URL starting with "https://groups.google.com/forum/#!msg/". Replace that prefix with "https://groups.google.com/forum/message/raw?msg=" and then the message can be accessed.
