The documentation says that SEFLG_TRUEPOS and SEFLG_HELCTR are allowed, but SEFLG_HELCTR isn't allowed (nor would it make sense), and does support some other flags (such as turning off nutation, and J2000 (although I am not sure what the choice of coordinate system has anything to do with this)).
